PM-KISAN Samman Nidhi is an initiative by the government of India in which small and marginal farmers (SMFs) will get up to Rs. 6,000 per year as minimum income support. Pradhan Mantri Samman Nidhi’s Yojana is shortly known as the “PM-KISAN” Scheme.

It was launched on February 24, 2019, by PM Narendra Modi in Gorakhpur (Uttar Pradesh). The Small and Marginal Farmers (SMFs) having cultivable land up to 2 hectares will be provided income support of Rs 6000 per year directly into the bank account.
This scheme is inspired by the “Rythu-Bandhu” of Telangana and “KALIA” of Odisha. and it is 100% centrally sponsored.
The agricultural secretary wrote to the chief secretaries of all states saying: ” the existing land-ownership system in the concerned states and union territories will be used for identification of beneficiaries. those whose names appear in land records as of Feb 1, 2019, shall be eligible for these benefits.”
14.5 crore farmers of the country will be benefited through this PM-KISAN Scheme which is around 90% of the Indian farmers.
PM-KISAN is a Central sector scheme with 100% funding from the government of India. and it is implemented by the farmer’s welfare and the ministry of agriculture.
The scheme will cost Rs. 75,000 crores per annum to the central Government Rs. 6000 will be provided in three equal installments of Rs. 2,000 each every four months into Aadhar card ceded bank accounts.
The fund is directly transferred to the bank accounts of the beneficiaries. State government and union territories will identify the beneficiaries in their respective jurisdiction. 
Responsibility for identifying the landholder’s farmer’s family eligible for benefit under the scheme shall be of the state government/Union Territories Government.
“PM-KISAN” Scheme support is above and over all the existing schemes. And Family taken as a unit joint family will be benefited more from this scheme.
It is providing assured supplemental income to the farmers on regular basis. this income can also be used for procuring inputs such as fields fertilizer requirements labor and other emergency needs. In fact, cash transfer is not a substitute for the structural reforms needed in agriculture.
This scheme would pave the way for the farmers to earn and live a respectable living and it definitely increased their income support at the time of urgent need.

But this scheme has some limitations too such as, cash transfer in this scheme cannot be substituted for subsidies and other institutional support systems such as the public distribution system.
There will be the exclusion of certain categories of beneficiaries of higher economic strata such as former and present holders of constitutional posts, institutional landholders, a person who paid income tax in the last assessment year, etc. are not be eligible for benefit under the scheme.
A professional like a doctor, engineer, and as well as retired persons with a monthly pension of over 10,000 are also not eligible for this scheme benefits.
For this purpose of exclusion state / UT government can certify the eligibility of the beneficiary based on self-declaration by the beneficiaries.
A dedicated PM-KISAN portal will be launched for the implementation of this scheme. this is a central sector scheme and will be funded by the government of India.
On nearly 15 crores of landless farmers being left out of the scheme, Arun Jaitley said they have a rural employment guarantee scheme (MANREGA) plus other benefits for the rural population.
